New Westminster Property Rules for Conservation Areas

Westminster Council has introduced tighter planning restrictions for basement excavations and facade alterations in designated conservation areas, effective from January 2026.

"Retrospective planning permission is becoming increasingly difficult to obtain. If you are planning a basement dig, ensure your architect is briefed on the 2026 'Iceberg' restrictions."

Basement Excavations ("Iceberg Homes")

The new rules limit basement developments to a single storey and reduce the maximum extent of excavation under gardens. This is a direct response to concerns about structural stability and drainage in our historic avenues.
